In order to have a secure society, authorities and other players in society must work together and towards the same goal. In this case, to reduce vulnerability and instead increase the ability to manage crises when they occur. This is what emergency preparedness is all about.
Crises and extraordinary events
A crisis is an event that can disrupt the functioning of society or endanger the living conditions of the population. When a crisis or disaster occurs in a municipality, it is the municipal management who bears the ultimate responsibility for the municipality being prepared for and able to handle a crisis situation.
An extraordinary event is an undesirable event that
- deviates from the norm
- involves a serious disturbance or imminent risk of important social functions
- Requires urgent action by the municipality and county council.
